PHASE CON
GENERAL CODE OF CONDUCT
At Phase Con we want to create a fun, exciting and at the same time safe experience for our community. We are putting in this general code of conduct that applies to all attendees, volunteers, partners and staff to ensure everyone at Phase Con will have a fun time. We expect all participants to act with kindness and respect. Violations of this code may result in warnings and removal from the event without a refund at the discretion of Phase Connect and the hotel. Please behave and have fun!
GENERAL RULES
1. Make sure to comply with all federal, state, and local laws at Phase Con. Illegal activities are strictly prohibited.
2. Badges must be worn and visible at all times. Please report to Registration or Con Operations if you have lost your badge.
3. Minors with Child badges must have a guardian present at all times. Children below the age of thirteen (13) will be provided with a child badge at Registration.
4. Badges are non-transferable and may be revoked by staff at any time.
5. Follow and obey all posted signs throughout the Con, including restrictions on photography or filming.
6. Outside alcohol and illegal drugs are not allowed in event spaces. If you are visibly intoxicated, you will be asked to leave. Alcohol is permitted only in private spaces, such as hotel rooms and designated areas appointed by the Venue and Phase Con.
7. Smoking and vaping are not allowed in event spaces, inside the hotel, or within 25 feet of entrances.
8. Do not move, tamper with, or affix items to hotel fixtures or furniture. Please report any damages to staff immediately.
9. Limit advertising to designated areas or tables only.
10. Pets are not allowed in event spaces. Service animals are permitted as required by law.
11. Recording: Recording is prohibited in convention space without prior permission. This includes the use of Drones. Please refer to our Recording and Livestreaming guidelines for more information.
COSPLAYING
1. Please always ask cosplayers for permission before taking photos or initiating any physical contact. Consent is not implied and has to be explicitly given. Consent may be revoked at any time.
2. All cosplay weapons must be peace-bound and inspected at the designated Prop Check location.
3. Convention space is a public area; attire, including cosplay, must comply with public decency laws. Full or partial nudity is not allowed.
4. Shoes or appropriate footwear must be worn at all times.
5. Costumes must not obstruct or impede foot traffic and should fit through all entrances. Consider bringing a “handler” if your cosplay is large, obstructs vision, or has protrusions. Please check with Phase Con staff should you have any questions.
6. Any paint, including body paint, must be dry and non-transferrable. You will be held liable for any damage caused to property due to paint transfer.
WEAPONS & PROPS
1. Props must not exceed 6 feet in any direction.
2. Prop weapons should be easily identifiable as replicas and must not be capable of firing projectiles.
3. Prop firearms must be made of plastic, have no moving parts, and display a non-removable orange tip.
4. Prohibited items include live steel, explosives, hazardous chemicals, lasers, and props that create live flames, sparks, or jets.
5. Brandishing, swinging recklessly, or sparring with props is strictly prohibited and may result in removal from the event space.
PROHIBITED ACTIONS & ITEMS
1. Rollerblades, hoverboards, or stilts.
2. Full nudity.
3. Functioning wheels, except for accessibility purposes.
4. Realistic depictions of American law enforcement.
5. Dangerous or sharp protrusions.
6. Any props capable of shooting projectiles.
7. Firing mechanisms must be disabled (e.g., immobilizing the trigger with a zip tie) with no ammunition loaded.
8. Live Steel: Any metal prop that can hold an edge, even if dulled.
9. Explosives and hazardous chemicals.
10. Nunchaku, flails with hard heads, or chains longer than 3 feet.
11. Handcuffs.
12. Lasers.
13. Props intentionally producing live flames, sparks, aerosols, electrical arcs, liquid sprays, confetti, glitter, or other messy substances.
ANTI-HARASSMENT POLICY
We want everyone to have fun and feel safe at the same time. Please see below for a list of prohibited behaviours:
1. Stalking or intimidation.
2. Bullying of any kind including offensive verbal comments.
3. Physical assault or threats.
4. Non-consensual photography or recording.
5. Disruption of talks, presentations, or events.
6. Unwelcome physical contact or attention.
7. Unwanted sexually explicit or suggestive behavior, language, or signs.
8. Hate symbols
9. Deliberate engagement in controversial topics including and not limited to religion and current politics.
This applies to all Phase Con attendees including staff, attendees, guests, business partners, and all other participants. All reports of alleged harassment will be handled by Phase Connect. Phase Con may take action against said individuals up to and including removal from the event, barring attendance from future events, and referral to law enforcement.
PRIVACY & PERSONAL INFORMATION GUIDELINES
Privacy is paramount for all attendees, staff, volunteers, guests and talents. To ensure a safe environment, Phase Con may revoke badges and/or remove from the convention any individuals who endanger the privacy of others. Actions that violate this policy include, but are not limited to:
1. Attempting to gain access to private details of anyone without their consent.
2. Spreading, discussing, questioning, or making threats regarding private details in public spaces.
3. Any and all actions that could be considered doxxing or revealing private information.
4. All participants at Phase Con —including attendees, staff, volunteers, and guests—are asked to refrain from discussing the private details of any individual in public settings or presentations. This includes, but is not limited to:
a. Personally identifiable information and private life details, such as legal names, age, addresses, places of work, relationship or marital status, etc.
b. Unconfirmed connections between an individual and their past, such as past professional or personal affiliations.
c. Making jokes or implications that suggest connections to private or sensitive information.
Please remain mindful of everyone’s privacy and consider the safety of all individuals at Phase Con. The final decision on what constitutes a breach of this policy lies with Phase Con staff.
PHOTOGRAPHY, RECORDING & LIVE STREAMING GUIDELINES
1. Follow Signage. Respect all signs regarding photography, recording, and streaming restrictions.
2. Photography, recording, and streaming are not permitted during panels or events unless stated otherwise.
3. Obtain permission before photographing or recording attendees, guests, or cosplayers.
4. For Livestreaming, please obtain permission from Phase Con staff before going live at the event. When streaming, please display a sign informing others that you are broadcasting live.
5. Flash photography is not permitted inside the venue for safety reasons.
